Ralph Buchanan is the NCR Region 11 Small Business Specialist for GSA Office of Small Business Utilization – National Capital Region, covering Washington, DC; Maryland, (Montgomery and Prince George's counties); and Virginia (the cities of Alexandria and Falls Church, and Arlington, Fairfax, Loudoun, and Prince William counties).

Ralph is a regional advocate responsible for ensuring that small businesses have the maximum practicable opportunity to compete for and receive government contracts.  Additionally he provides support and assistance in planning, implementing and coordinating programs to help NCR meet its socio-economic contracting goals.

Prior to joining GSA, Ralph served in a number of programmatic roles at the U.S. Small Business Administration, including the Office of Government Contracting, with a focus on subcontracting compliance and the District Offices of Washington DC and the Richmond District Office (RDO), specifically in providing counseling, access to capital, and contracting support to regional small businesses.

Carla Undurraga oversees all aspects of the strategically important Global Supplier Diversity Program for Northrop Grumman’s Defense Systems (NGDS) sector. Since 2012, Ms. Undurraga is charged with assisting business development, capture, program, contracts, and global supply chain organizations in executing teaming strategies, strategic sourcing initiatives, and ensuring compliance with federal, state, and corporate laws that govern the administration of small business programs.

Ms. Undurraga has over 20 years of experience in federal government contracting and has held increasingly responsible positions in contracts, procurement, operations, and supplier diversity. She served as Science Applications International Corporation’s (SAIC) Corporate Mentor-Protégé Program Manager for years, and under her guidance, SAIC received nine Department of Defense Nunn-Perry awards for Mentor Protégé Excellence.

After a 10 year career at SAIC, a large business, Ms. Undurraga joined a small business with 180 employees and was a division director leading accounts with P/L responsibility.  Advocating for small business in this arena led to her transition back to a large business where in her current role at Northrop Grumman, she can influence teaming decisions to help small businesses win government contracts.

Ms. Undurraga earned a bachelor’s degree in Organizational Communication and Business Administration at George Mason University in Fairfax, Virginia. She is married and resides in northern Virginia with her husband and their three children.

Kevin P. ​BIOGRAPHY: Emily D. Harman (Emily Harman Coaching and Consulting, LLC) Ms. Emily Harman has 38 years of service to her country as both a Naval Officer and civilian federal employee, retiring as a member of the Senior Executive Service in May 2019. Ms. Harman’s last assignment was Director of the Department of the Navy's (DON) Office of Small Business Programs where she served as the chief advisor to the Secretary of the Navy on all small business matters. In this role, she was responsible for policy, advocacy, execution, and advice pertaining to Small Business Programs and personnel throughout the Navy and Marine Corps. During her tenure she required each of the DON’s 10 major buying commands to publish and execute a Small Business Strategy and led the DON to record-setting small business awards (over $15 billion annually).

Ms. Harman began her government career in 1981 as a Midshipman at the U.S. Naval Academy. She served seven years on active duty and 13 years in the Naval Reserves as a Supply Corps Officer. She began her civilian career with the Naval Supply Systems Command in 1992 as a Contract Specialist. She held contracting positions of increasing levels of responsibility at various locations throughout the Navy, contracting for supplies, services, and major weapon systems. Her last two civilian positions were in the Small Business Program.

Emily finds deep satisfaction in helping others achieve their goals and realize their potential. She continues to serve through her business, Emily Harman Coaching and Consulting, LLC. As a small business consultant, Ms. Harman delivers expert, customized service to small businesses in the federal contracting arena. She helps small businesses navigate the government contracting process and often serves as a sounding board to help small businesses handle difficult situations with the federal government.

As a personal coach Ms. Harman works with accomplished women who want more fulfillment in their personal and professional lives. They appear to have it all together, but are exhausted and overworked, rarely take time for themselves or their health, and want to make big life changes but don't know how. She helps them take control of their lives so they can free up time for selfcare, improve their health, and find fulfillment.

Ms. Harman also hosts the Onward Podcast featuring authentic conversations on facing adversity and moving forward. Her podcast reaches a world-wide audience, gives people an opportunity to tell their story, and enables her listeners to remember they are not alone in facing adversity.
